Message of May 27 was received, stating the Governor signed the                
following bill and transmitted the engrossed and enrolled copies to            
the Lieutenant Governor's Office for permanent filing:                         
                                                                               
CS FOR SENATE BILL NO. 28(FIN)(title am)                                      
"An Act requiring emissions inspection upon certain                           
transfers of motor vehicle ownership; relating to fees                         
for registration  not  conducted  at a motor  vehicle                          
emissions inspections station and fees for motor                               
vehicle emissions control programs; limiting motor                             
vehicle emissions inspection to not more than once                             
every two years and imposing a penalty for                                     
operating a motor vehicle in violation of emissions
